Securing Borders: A New Approach to Community Engagement
In a bold move to enhance border security, the Ghana Immigration Service (GIS) has unveiled its Community Engagement and Policing (CEP) Strategy, aiming to revolutionize border governance. This strategy, spearheaded by Comptroller-General Samuel Basintale Amadu, emphasizes the critical role of community partnerships in maintaining effective border security.
But here's where it gets controversial: Mr. Amadu argues that traditional enforcement-only methods are no longer sufficient in the face of evolving migration patterns and security threats. He believes that building trust, fostering open communication, and collaborating with border communities are essential to addressing these challenges.
"Sustainable border security is not just about enforcement; it's about creating an environment of trust and cooperation," Mr. Amadu stated. "Border communities are our eyes and ears, and their involvement is crucial in detecting irregular activities and maintaining security."
The CEP framework, inspired by global best practices, takes a people-centric and rights-based approach to border management. It equips immigration officers with the skills to address local security concerns while upholding human rights and promoting safe mobility.
And this is the part most people miss: GIS is taking a phased approach to implementing the CEP strategy. They will start with targeted training sessions for officers across the country's zones, followed by full implementation within border communities.
Mr. Amadu explained, "The CEP initiative is the result of extensive research, stakeholder consultations, and our operational experience. It aligns with our national engagement strategies and is supported by a comprehensive curriculum and user-friendly training manual."
The International Organization for Migration (IOM) also praised GIS's efforts, recognizing the importance of involving border communities and migrants in border management. "By empowering these communities, we reduce vulnerabilities, combat criminal activities, and strengthen national and regional security," an IOM official commented.
The launch of the CEP strategy coincides with International Migrants Day 2025, a global celebration of migrants' contributions to development. Speakers at the event emphasized Ghana's commitment to building safe and inclusive border communities, acknowledging the role of migrants in national progress.
Comptroller-General Amadu urged immigration officers to embrace the CEP approach, emphasizing professionalism, accountability, and meaningful community engagement. He also expressed gratitude to development partners for their support in developing this transformative strategy.
"Today marks a defining moment in our journey towards a more collaborative and responsible border management system," Mr. Amadu concluded.
